NCPeH CY

National Contact Point for eHealth

Welcome to NCPeH CY, the secure digital portal connecting Cyprus with the Cross-Border eHealth Services of the European Union (EU). Here, we ensure that citizens have access to their health data whenever they travel or require medical care in other EU member states.

Every European citizen, regardless of permanent residence or length of stay in a European country, can now feel even safer in case of illness or emergency need for Healthcare.

The purpose of this page is to help you understand:

•
The services provided through the National Contact Point (NCPeH) by the National eHealth Authority (NeHA).
•
The nature and meaning of the parameters describing a patient's health.
•
Technical instructions for health professionals (doctors and pharmacists) regarding the exchange of medical information with other EU countries, upon the patient's request.

Who We Are & What Our Mission Is

Cyprus' Cross-Border eHealth Services constitute the national interconnection portal with the European eHealth network. In Cyprus, the operation of Cross-Border eHealth Services is coordinated by the National eHealth Authority (NeHA), which ensures the safe, reliable, and smooth provision of services in accordance with European standards.

Our mission is to ensure that every citizen can receive safe, quality, and seamless healthcare in any member state of the European Union (EU). Through interoperable data exchange, we support continuity of care and empower health professionals with timely access to necessary clinical information.

Purpose & Institutional Framework

The eHealth Law (L. 59(I)/2019): Establishes the framework for the use of eHealth for disease prevention, health promotion, and the effective provision of services through the establishment of NeHA, the implementation of the Electronic Health Record, and the regulation of telemedicine. The most revolutionary aspect of this approach is the orientation toward health rather than illness.

European Directive 2011/24/EU: Defines patients' rights in cross-border healthcare and the conditions under which a patient may receive medical care and reimbursement in another EU country. It also covers the cost of care, prescribing, and dispensing of medicines and medical devices. According to the Directive, health information is exchanged through Cyprus' NCPeH with the patient's prior consent.

Our Work

We constitute Cyprus' national hub in the European MyHealth@EU network (eHealth Digital Service Infrastructure). This network functions as a secure "bridge" connecting the health systems of EU member states, overcoming language and technical barriers. Through this infrastructure, the following Cross-Border eHealth Services are directly provided:

• Patient Summary: Access to basic clinical information of the patient.
• Cross-Border ePrescription / eDispensation: Registration and dispensation of prescriptions in another EU country.
• Original Clinical Documents: The exchange service for original clinical documents will be available soon.

The "MyHealth@EU" Infrastructure

MyHealth@EU is the European infrastructure that allows the secure exchange of health data between member states of the European Union.

It operates as a secure "bridge" connecting national health systems, overcoming language and technical barriers that hinder information exchange. In this way, essential data, such as the Patient Summary and Electronic Prescriptions, can be made available to health professionals when a citizen requires care in another country.
